Evaluating Structural BMP Design

MANAGING AND EVALUATING STRUCTURAL BEST MANAGEMENT PRACTICE (BMP) DESIGN, INSPECTION, AND MAINTENANCE DATA

To effectively meet the Post-Construction requirements of a Phase I or Phase II NPDES permit, Storm Water Administrators must be able to manage various BMP data types, including: approved BMP design drawings, engineering data, as-built surveys, geographic BMP locations, maintenance plans and agreements, annual compliance inspections, photographs, and BMP performance data.

Managing and evaluating such diverse data sources and formats presents a unique and complex challenge for Storm Water Administrators with limited funds and resources.  Charlotte-Mecklenburg Storm Water Services (CMSWS) developed a comprehensive information management system in order to meet short- and long-term management goals of the Post-Construction program.  In addition to managing permit requirements, the information management system was developed to:

   Interface with existing data management systems including geographic information systems (GIS) and land development permit tracking systems;
   Serve as a searchable repository for approved BMP design drawings, engineering data, as-built surveys, maintenance plans and agreements, annual inspection checklists, photographs, and performance data;
   Assist staff in evaluating BMP design criteria to improve designs;
   Produce BMP-coverage data on a watershed level;
   Enable report generation; and
   Be accessible via the internet and in an electronic format to reduce paperwork burden on staff and allow for entry of BMP inspection data by 3rd party inspectors.

CMSWS developed a BMP Database to serve as the platform for managing such data.  This presentation will cover the BMP database development process and lessons learned along the way.
